Section 18

The local level may levy a service fee from the concerned person, institution or body for managing the waste.
(2) The determination of the fee according to sub-section (1) will be done by the local level based on the quantity, weight and nature of the waste and other things as specified.
(3) The fee according to sub-section (1) may be collected by the concerned local level itself or through the organization or agency designated by it.
(4) Notwithstanding anything written elsewhere in this section, the person, institution or body responsible for waste management in accordance with section 15 may collect a service fee from the related person, organization or body for managing waste based on the agreement reached with the local level. However, the underprivileged categories as specified will be exempted from the service fee as specified.
(5) According to this section, the income received from the fee and the income received from engaging the private sector in waste management shall be kept under a separate title by the local level and the amount shall be spent on the management of waste, environmental protection and the development of the area affected by the waste management site under the prescribed criteria.
